About the Office

Thank you for visiting the website for the Calvert County State's Attorney's Office.
Mr. Harvey began his legal career in the Prince George's County State's Attorney's Office, rising to Deputy State's Attorney and supervising a staff of more than 50 attorneys and criminal investigators. He later maintained a private law practice in Prince Frederick.
During his time as a prosecutor, Mr. Harvey has personally tried hundreds of criminal cases and prosecuted more than a dozen individuals for first degree murder. Nine of those defendants are currently serving life sentences in the Maryland prison system.
Most recently, Mr. Harvey prosecuted David Harold Johnson in Calvert County Circuit Court for first degree murder and rape. On January 11, 2021, Johnson received two consecutive life sentences plus an additional five years.
A graduate of the University of Maryland School of Law, Mr. Harvey brings more than 40 years of courtroom experience to the office. He has lived in Calvert County for the past 36 years and is married with four children and five grandchildren.

How It Works
Anatomy of a Criminal Case
From the moment a crime is reported to the day a sentence is handed down, every case moves through a defined set of steps.

Investigation
Police investigate the reported crime, interview witnesses, and collect evidence.

Arrest or Warrant
An on-scene arrest is made or a Commissioner issues a warrant or summons.

Initial Appearance
The defendant is notified of charges, advised of rights, and bail is addressed.

Pretrial & Plea
The prosecutor and defense discuss the case; plea offers are placed on the record.

Trial
A judge or jury of twelve determines guilt beyond a reasonable doubt.
06
Sentencing
The judge weighs guidelines, victim impact, and the record to impose sentence.
